Niger State Development Plan (2016-2020)

Description of activity
The University, through its Centre for Human Settlements and Urban Development, assisted the newly elected Governor of Niger State to produce a Development Plan to guide its development activities from 2016 to 2020. The priority development programmes, of priority to the citizens, covered in the Plan are as follows: Social Development-with focus on the empowerment of women, youth and elderly; Capacity Development of the 25 Local Governments of the State; Urban Development and Management; Housing and Infrastructure Development; Agriculture Development; Education Development; Industrial Development; Health and Environmental Services; Development of Tourism Potentials of the State; and Civil Service Restructuring.
Sustainable Development Goal 11 targets relating to activity
11.1 By 2030, ensure access for all to adequate, safe and affordable housing and basic services and upgrade slums
11.2 By 2030, provide access to safe, affordable, accessible and sustainable transport systems for all, improving road safety, notably by expanding public transport, with special attention to the needs of those in vulnerable situations, women, children, persons with disabilities and older persons
11.3 By 2030, enhance inclusive and sustainable urbanization and capacity for participatory, integrated and sustainable human settlement planning and management in all countries
11.6 By 2030, reduce the adverse per capita environmental impact of cities, including by paying special attention to air quality and municipal and other waste management
11.7 By 2030, provide universal access to safe, inclusive and accessible, green and public spaces, in particular for women and children, older persons and persons with disabilities
11.a Support positive economic, social and environmental links between urban, per-urban and rural areas by strengthening national and regional development planning

Changes that took place as a result of this activity
The implementation of the Development Plan started about six months ago. It is our hope that we will will undertake monitoring and evaluation and impact assessment of the projects under construction in the fourth quarter of 2016
How the impact of the activity was measured
Presently we supervising the construction of the projects; and we are in the process of engaging the stakeholders in awareness raising and constructively engaging them in the design and development of project to ensure full participation and ownership.

The current economic situation in Nigeria in particular and the state in general has necessitated a renewed effort in enhancing tax and internally generated revenue collection across the state.
