The University of the Philippines – School of Urban and Regional Planning (UP-SURP) is the Philippines’ premier academic institution for graduate education in the field of urban and regional planning, and related disciplines.

Formerly known as the Institute of Planning and created by virtue of Republic Act (RA) No. 4341, UP SURP was given the mandate to strengthen the capability of national and local government agencies, as well as private organizations, to find solutions to their development problems and improve human settlements and their environments through comprehensive integrated planning. Moreover, it is mandated to develop, hone, and make available a pool of capable professional urban and regional planners.

As a unit within the UP System, UP SURP performs the following functions and responsibilities:
1) Conduct, prepare, and provide graduate training courses in planning to produce professional planners capable of assuming senior positions in all sectors of the community;
2) Conduct short training courses, seminars, and workshops in planning for interested groups coming from the public and private sectors;
3) Conduct relevant researches to expand knowledge or solve problems related to comprehensive development planning with emphasis on settlement patterns and environmental planning;
4) Prepare and publish informational and educational materials, texts, and training aids oriented to local needs;
5) Provide consultative and technical assistance to both public and private agencies and organizations; and
6) Establish a reference service or central repository of documents, books, journals, reports, plans, research data, bibliographies, and other reading materials for the use of students, public officials, and other authorized persons.
